how would you go about making a twister/tornado costume?

Is it possible to use some kind of bendable type of wire or something similiar that wouldnt be uncomfortable...something flexible that you could actually be able to move/sit/stand etc..and it would still reflect the shape of the costume when you stand up?

DRESS IN ALL GREY AND GLUE, TAPE, OR SEW  A LARGE SWIRL AROUND YOU. YOU CAN MAKE A SWIRL IN A COUPLE OF WAYS.
-DYE A SHEET GREY & BLACK, AND TWIST  UNTIL YOU CAN SECURE IT WITH SAFETY PINS, OR DUCK TAPE.
-YOU COULD ALSO CUT SPIRALS OUT OF CARDBOARD, PAINT THEM SHADES OF GREY, BLACK, WHITE, AND ADD GLITTER OR ALUMINUM FOIL
SO YOU CAN SHINE, AND LIGHT WILL REFLECT OFF THE COSTUME.
-THE OTHER THING I COULD THINK OF WOULD BE TO ADD " CLEAN" TRASH TO THE CLOTHING SO IT LOOKS LIKE IT WAS PICKED UP WITH THE WIND.
